This Un-Quality presentation M1 Carbine was awarded to Adjutant General Billy G. Wellman. The M1 Carbine is a semi-automatic carbine rifle chambered in Cal .30. General Billy G. Wellman served as Kentucky’s Adjutant General From 1977 to 1987. In addition to his service as an Adjutant General Wellman was highly decorated and held many positions during his distinguished career which included Justice Cabinet Secretary and State Police Commissioner, both positions in Kentucky.
